To discharge suspended matters stuck to a printing plate and brought into a developer by efficiently making the developer overflow.
For an overflow pipe 110 arranged inside a development tank 24, a pipe part 112 is arranged on the outer part in a carrying width direction at an upstream part in a carrying direction of a PS plate. Also, a cut 120 is formed on the insertion side of the PS plate at an upper end of the pipe part and the developer overflows over a lower end 122 of the cut. Also, a liquid surface of the developer inside the development tank is covered with a shielding lid. Thus, since the developer near the liquid surface on the insertion side of the PS plate flows into the pipe part together with the suspended matters suspended on the insertion side, the suspended matters are efficiently discharged together with the developer.
