In the private PHS system, consisting of a plurality of private PHS terminals, a plurality of private wireless base stations having an area that enables reception and transmission with the terminals, and an exchange connected to the wireless base stations with wired channels and connected to a public telephone line, a private PHS center periodically makes position registration between the PHS terminals and the wireless base stations, to manage the position information of the present PHS terminal, so as to predict movement of the PHS terminal. When the PHS terminal receives an incoming call and the PHS terminal is disabled of ringing or resident in an area whose calling is disabled or inhibited, PHS center predicts the behavior of the possessor of the PHS terminal from the position information and automatically replies various announcements on behalf of the PHS terminal.
