To efficiently treat PCB-contaminated matter consistently from a cleaning step to a detoxifying step.
This PCB-contaminated matter detoxifying process has a cleaning process A for extracting/removing liquid PCB 2 from the PCB-contaminated matter 1 by cleaning it with a liquefied CO2 solvent and classifying the PCB- removed member into an organic member 3 and an inorganic member and a gasifying/decomposing process B for gasifying/decomposing the removed liquid PCB 2 and member 3. The process A comprises a preliminarily cleaning step 12 to clean the matter 1 by using the liquefied CO2 as the solvent under the subcritical condition preliminarily, a properly cleaning pretreatment step 13 to cut the PCB-removed member which is not cleaned effectively at the step 12, separate/classify the cut member into the member 3 and the inorganic member and decompose/crush the classified inorganic member to have a shape adequate to the following properly cleaning step and the properly cleaning step 14 to clean the decomposed/crushed inorganic member with the liquefied CO2 solvent under the supercritical condition properly.
