To solve the problem that it takes a long time to stabilize profile control in the width direction of a paper making machine when set values are changed since an idle time and a time constant are long and then the production efficiency is decreased and the problem that manipulated variable varies out of its range after paper feeding at paper shortage and after brand change and settlement requires a long time to cause a decrease in the production efficiency.

A condition for the settlement of a processing quantity in a finite time is found from the theorem of a final value, a transmission function of a controller is determined according to the condition, and a control manipulated variable controlling the process is computed by the transfer function and outputted. Further, the manipulated variable varies out of its range, a deviation quantity as the difference between a set value and the processing quantity is corrected with a manipulated variable which varies out of its range in past control cycles and cannot have been outputted.
