To provide a treatment technology which can efficiently remove hardly decomposable compounds in an aqueous solution, and can cope with space saving.
An apparatus for treating a liquid containing hardly decomposable compounds includes a low-concentration liquid treatment means for treating a low-concentration liquid containing hardly decomposable compounds which is set as a low-concentration liquid beforehand. The low-concentration liquid treatment means includes a decomposition and adsorption tank 19 having activated carbon 26 in it and receiving introduction of the low-concentration liquid, and a nanobubble-containing water discharge portion 54 for discharging nanobubble-containing water into the decomposition and adsorption tank 19. The low-concentration liquid is treated separately from a high-concentration liquid containing high-concentration hardly decomposable compounds, which enables a proper treatment of a liquid to be treated according to the concentration of the hardly decomposable compounds, and enables an efficient decomposition of the hardly decomposable compounds.
