When a defective is discovered as a result of the manufacturing initial inspection 23-1, the stage is returned to a work in which the defective is generated of each designing work of the software design stage 11. When a defective is not discovered, a coding 21-1 in the manufacturing process 20 is performed. Subsequently, when a defective is not discovered in a shipment inspection stage 22, the stage is transferred to a shipment process 30.
