PURPOSE: To provide soft and extendible/contractible substrate suitable for swimming suits, etc., by installing a section of film having a patterned surface to reduce drag resistance when fluid flows on the substrate at a front edge, and overlapping a back edge of an adjacent section with the front edge to arrange them in a cascade form.

CONSTITUTION: Patterns 14, that is parallel ridges and troughs, for example, are formed on a surface of film of polyolefine or the like to reduce drag resistance of flowing water, and it is cut into oval sections 12. This section 12 is bound to a soft and/or extendible/contractible substrate 11 at a front edge by binding agent 13 to be installed in such a way that its back edge is overlapped with a front edge of the next section 12 to form a cascade arrangement. As this binding agent 13, pressure-sensitive binding agent of polyacrylate or the like is used. This can thus be applied as the soft and/or extendible/ contractible substrate for swimming suits, etc.
