This production apparatus 10 is equipped with a storage tank 12 for holding a mortar 11, a supplying means 14 for feeding a sheetlike fiber body 13 to the storage tank 12, a means 15 for retaining the fiber body 13 supplied to the storage tank 12 in the mortar 11 and transporting, and a pulling means 16 for pulling up the fiber material 13 from the storage tank. The fiber body 13 is immersed in the mortar 11 in the storage tank 12 and pulled up to produce the objective fiber reinforcing material composed of the fiber body impregnated with the mortar.
