PURPOSE: To readily obtain the titled film in large quantities useful as electric or electronic materials, by using an equipment with such a design that the electrolyte into which anode is inserted and cathode are partitioned by plastic film and by passing an electric current while keeping the pressure difference between the atmospheres of the both sides a fixed value.

CONSTITUTION: Using an electrolytic polymerization equipment with such a design that the electrolyte into which anode is inserted and cathode are partitioned by plastic film. an electric current is passed while keeping the pressure difference between the atmospheres of the anode side and cathode side 0.1W10kg/cm2. The electrolyte comprises (A) a cyclic compound containing both hetero atom and double bond, (B) strong electrolyte salt and (C) polar solvent. The plastic film contains the component B. The electrode is such that the component B or the component C is attached thereon. The anode is such with circuit drawing pattern.
