PURPOSE: To suppress deviation between the rotary axis and center axis of a starting material and to obtain the titled preform having small eccentricity, by generating glass soot with a glass soot synthesis burner and depositing the glass soot on the outer circumference of an essentially cylindrical rotating starting material, wherein an end of said starting material is fixed and the other end is immersed in a liquid.
CONSTITUTION: The upper end of a starting material (e.g. quartz rod) 1 is mechanically fixed to a rotary center shaft with a fixing tool 2 and the lower end is immersed in a liquid (e.g. water) 4 filled in a liquid tank 3 and having high viscosity and free from staining or corrosion of glass surface. A burner 5 is supplied with a glass raw material gas (e.g. SiCl4), H2, O2, an inert gas, etc., and is relatively shifted parallel to the axis of the starting material 1 to form a deposit 6 of glass soot on the outer circumference of the starting material 1 under rotation to obtain the objective titled preform.
