PURPOSE: To increase a line operating efficiency by controlling transportation of magazines to facilities and storage of the magazines in buffer storage devices according to a provided production command and production completion information from control devices for conducting buffer control among the facilities.

CONSTITUTION: Electronic circuit packages are grouped and coded by facility process route and substrate type. Each package is stored in one of magazines 11 (11a-11n) which corresponds to the package. The packages are carried, put in storage or taken out of storage among facilities 4A, B6 and C8 which are separated by type of process such as assembly, test, etc., and a line balance storage(LBS) 1 which absorbs a lag in tact time among the facility processes. An LBS management apparatus 3 receives information about the order in which the magazines were thrown in from a file 31 which tells the order in which the magazines were thrown in. It also receives production completion information from the facilities A4, B6 and C8 through a facility A control device 5, facility B control device 7 and facility C control device 9. Determining the magazines which should be put in storage or taken out of storage, the LBS management apparatus 3 sends a command to the LBS 1 through an LBS control device 2.
