PURPOSE: To obtain a felt mat having a necessary tensile strength by performing a needling in a state of laying a nonwoven fabric on at least one side of a fleece mat.

CONSTITUTION: This felt mat M having a sufficient tensile strength without mixing a long fibrous raw material therein, is obtained by laying a nonwoven fabric 9 on a conveyer 8, laying a fleece mat raw material FM consisting of a wood-based raw material as a main component thereon, introducing them into a needling device with a drawing-in roller 6 and needling the material FM together with the nonwoven fabric, conveying out the obtained felt mat M with a delivering roller 7 for transferring to the next process and forming the mat M to a prescribed product shape.
