PURPOSE: To obtain a silicone emulsion directly and easily even from organotrichlorosilane, by adding dropwide a chlorosilane to a mixture of a surfactant, a hydrochloric acid-removing agent and water with stirring.

CONSTITUTION: A mixture is prepared from water a nonionic, cationic or anionic surfactant in an amount of 0.01W2 times that of chlorosilane to be added and a hydrochloric acid-removing agent such as 0.8W2g equivalent of an alkali or 1W 2g equivalent of a polyamine type ion exchange resin per gram equivalent of hydrochloric acid formed. A chlorosilane of formula I [wherein R is H, a 1W20C monovalent (halogenated) hydrocarbon group; n is 0W3] such as compd. of formula II, III or IV is added dropwise to the mixture with stirring to carry out hydrolysis, condensation and hydrochloric acid removal, thus obtaining a silicone emulsion.
