CONSTITUTION: The cast slab for structural steel having a composition consisting of, by weight, 0.04-0.20% C, 0.03-1.00% Si, 0.30-2.00% Mn, 0.005-0.10% Al, 0.001-0.01% N, if necessary, a prescribed quantity of Ti, Cr, Ni, Mo, Cu, V, Nb, B, etc., and the balance Fe with inevitable impurities is heated to higher than AC3 after solidified. The cast slab is subjected to more than one pass with a rolling reduction per one pass of ≥2 by true strain in recrystallization region, and the rolling is completed at ≥850°C Immediately cooled 5°C/sec cooling rate, the cooling is stopped at Ar3+50°C to Ar3, or in Ar3 to 650°C, or ≤650°C.. Subsequently, if necessary the steel plate is subjected to annealing treatment at 400-700°C.
