PURPOSE: To produce a substrate excellent in surface smoothness and slightly permeable to a developing soln. at the time of development.

CONSTITUTION: Both sides of base paper made from paper stock contg. at least cationic starch, polyamide polyamine epichlorohydrin and a copolymer of an acrylamide compd. with a dialkylamine salt are coated with a resin having film forming ability to produce the objective substrate for photographic printing paper. At the time of making the base paper, the paper stock is adjusted to -10 to +5mV ζ-potential and pH 6.5-8.5.
