To facilitate the prediction of production step and the confirmation of a production process by selecting a machine tool necessary for machining according to a recipe by a product agent, asking the machining to a device agent corresponding to the machine tool, and making the machine tool perform a machining by the device agent.

A product agent 50 transmits a message to a device agent 60a corresponding to a machine tool 30 in order to select a necessary machine tool according to a recipe and inquires whether a work can be performed or not. The product agent 50 moves to a control device 40a where the device agent 60a is present when it gains the using permission of a machine tool 30a from the device agent 60a, and requests a machining. According to this, a product 90 is moved to the machine tool 30a corresponding to the device agent 60a from which the product agent 50 gains the using permission. When the necessary work is ended in the place where it moved, a necessary machine tool is similarly searched in the following production procedure to perform the machining, and this is repeated.
