A bonding resin and a colorant are mixed with a solvent immiscible with water. The resultant mixed soln. is dispersed and suspended in an aq. medium contg. an inorg. dispersant coated with a polymer having carboxyl groups or in an aq. medium contg. the inorg. dispersant and a polymer dispersant having carboxyl groups while applying shear. Particle size distribution is regulated by applying shear corresponding to ≤60% of the shear applied in the preceding process. The solvent is removed from the resultant suspension and the objective toner for developing an electrostatic charge image is produced.
