PURPOSE: To obtain a polymer having a uniform particle diameter with extremely rare fish eye while preventing scales from depositing by charging an emulsion of water/vinyl chlorides into water containing a suspension stabilizer, forming oil droplets containing water and then carrying out the (co)polymerization.
CONSTITUTION: An emulsion of water/vinyl chlorides containing a radical initiator, a surfactant, vinyl chloride and, as necessary, other copolymerizable vinyl monomers is prepared and charged into water containing a suspension stabilizer to form a water/vinyl chlorides/water type double emulsion comprising water- containing oil droplets dispersed in the continuous phase composed of water. The aqueous suspension (co)polymerization is then carried out. The emulsion of the water/vinyl chlorides is prepared at 0-40°C, especially 15-30°C temperature by using a surfactant having 1.5-9, especially 3-7 HLB. Sorbitan monopalmitate, stearic acid monoglyceride, etc., are used as the surfactant having 3-7 HLB.
