The system has a server system 10A that stores program data and a transmission system 10B that transmits the program data. Identification data ID consisting of time data for encode processing and serial data specific to an encoder in use are added to the program data stored in a storage device 20. The presence of transmissions of the program data is confirmed based on the identification data. Since the identification data consisting of a code (time code) representing an encode processing time and serial data specific to the encoder conducting the encode processing are in use, even when the program data are produced by using other encoder at the same time, since the serial data specific to the encoder itself differs, the both are clearly identified.
