To download a program through a portable telephone to a USIM(Universal Subscriber Identification Module).

This system is provided with: a USIM (1) to which data read/ write from a portable telephone terminal (2) is possible and which has prescribed program specifications and a cipher communicating means; and a server (6) which communicates through the portable telephone terminal with the USIM and provides a program to the USIM with the prescribed program specifications. The server prepares and transmits a program list which can be provided with the program specifications transmitted from the USIM, and when the program information selected from the program list is received through the portable telephone terminal, the server enciphers the program by selecting the prescribed cipher communicating means from a cipher communicating means list transmitted from the USIM, and downloads the program to the USIM.
