This propulsion device journals one end of the axis of each of the required number of acting bodies 3 rotatable around a lateral axis, to the peripheral edge of an action object 1 rotatable around a vertical axis through a universal joint like or hinge like connecting implement 2. The axis of the acting body 3 is thereby tiltable vertically with the center of a bendable part of the connecting implement 2 as a fulcrum. The acting body 3 and the action object 1 are independently or interlockingly rotated so that the acting body 3 revolves around the rotation axis (the vertical axis) of the action object 1 while rotating to move the action object 1 upward or downward along the vertical rotation axis.
