The propulsion system includes: a pump that forms a jet for propulsion; and a plurality of Coanda jet devices 34 and 36 that are coupled to the pump and are arranged so as to allow for a multi-axis underwater control of an underwater propulsion device. The pump is a reversible pump 32, and each outlet of the pump is coupled to the Coanda jet devices 34 and 36. The Coanda jet devices 34 and 36 can result in translations in a plurality of directions and a plurality of rotations around axes.
