To provide a protective film that is thin and has a low haze value, and a laminate, a polarizing plate, and an image display device including the protective film.SOLUTION: According to one embodiment of the present invention, there is provided a protective film 10 that is formed of an optically transparent functional layer 11 and does not include a substrate, where a surface 11A of the optically transparent functional layer 11 serves as a surface 10A of the protective film 10; the root-mean-square roughness Rqon the surface 11A of the optically transparent functional layer 11 measured with a cut-off value of 0.25 mm and the root-mean-square roughness Rqmeasured with a cut-off value of 2.5 mm are both 0.010 μm or more and 0.035 μm or less.SELECTED DRAWING: Figure 1
