A situation wherein investment or financing between individuals on the Internet is hard is realized on the basis of accurate personal information. When an individual B issues a virtual security based on approval of an Internet market management corporate body (management corporate body), an individual A shows an intention to purchase it, and approval therefor is established between the individuals A and B, the management corporate body receives a payment for the issued virtual security. The price of the virtual security is determined by the individual B. The individual B requests an approval for use permission to the individual A when the need arises, and provides the use permission approved thereby the use permission in a form involving a payment by the management corporate body. The virtual security has a distributing function equal to legal stock securities and legal debt securities. A floating system by transaction between individuals is introduced to the virtual security started to distribute to a market, and the price of the virtual security is fluctuated by free transactions.
