To safely transmit/receive information with the use of a public key encryption system that has private key leakage resilience after the establishment of a target ciphertext and cannot be identified with respect to an adaptive chosen ciphertext attack.

An information key pair generation part 211 generates an information key pair. A first key pair generation part 212 generates a first key pair. A second key pair generation part 213 generates a second key pair. A first key encryption part 221 generates a first ciphertext. A second key encryption part 222 generates a second key ciphertext. An information key encryption part 223 generates an information decoding key ciphertext. A key erasure part 230 erases an information decoding key. A key disclosure part 240 generates a public key. A key storage part 240 stores a secret key. An encryption random number generation part 110 generates an encryption random number. An information encryption part 120 generates a ciphertext. A first key decoding part 251 decodes a first key ciphertext. A second key decoding part 252 decodes a second key ciphertext. An information key decoding part 253 decodes an information decoding key ciphertext. An information decoding part 260 decodes a ciphertext.
