The outer periphery of a plunger 7, reciprocating in the lateral direction from an output shaft of an internal combustion engine through an eccentric actuating means, is slidably supported by a plunger case 8, and a lubricant is stored in the plunger case 8. At a longitudinal center part of the plunger 7, a sliding recess portion 19 having a pair of sliding surfaces 19a, 19b orthogonal and opposite to laterally reciprocating motion of the plunger 7 is formed by cutting off. As an eccentric actuating means, the rotating rotor 21 fitting over the output shaft 5 is pivotally supported to a boss portion of a cover element 11 of the plunger case 8 through a bearing 22, and a square- shaped sliding guide element 18 rotatably fitting over an eccentric portion 21a of a tip part of the rotating rotor 21 is slidably fitted in the sliding recess portion 19.
