The piezoelectric element 40 is arranged on the flat plate 20. The vibration region 30 of the flat plate 300 is arranged opposite to the flat plate 20. The piezoelectric element 40 comprises a piezoelectric body 41. The piezoelectric body 41 comprises a first region 411 and a second region 412. The first region 411 has a polarization direction P411.
