A pressure chamber 18 to which an operating fluid is discharged from a vane pump part 20 is communicated with an intake port 24 through a flow control valve 40 and a bypass passage 14. The interior of the pressure chamber is divided in a first chamber 18a and a second chamber 18b by a guide member 30 comprising a cylindrical part 31 fitted to a valve hole 41 of the flow control valve, and a partition plate part 32 radially extended from the other end of the cylindrical part 31. The tip part of a projecting part 42a projecting into the cylindrical part from a spool valve element 42 fitted into the valve hole is provided with a throttle member 42b forming a throttle 44 for separating the first chamber 18a into an upstream part 18a1 and a downstream part 18a2. The downstream part is communicated with a discharge port 38 through the second chamber and the metering orifice 36 from a communicating hole 30a formed in the cylindrical part 31.
