To eliminate use of a crane dispensing with an installing work for a float by having buoyancy for floating a float on a water surface independently without relying on external force even if the float is put into water.
A submergible pump 4 is provided with a pump casing 4-1, a pump suction port 4-3 and a pump discharging port 4-4 are arranged on both sides of the submergible pump 4, and a hose connecting port 4-5 connected to a drain hose is connected to the pump discharging port 4-4. An impeller 4-6 and a submergible motor 4-2 are arranged between the pump suction port 4-3 and the pump discharging port 4-4, the impeller 4-6 is connected to a rorary shaft of the submergible motor 4-2, and the impeller 4-6 is rotated by turning effort of the submergible motor 4-2. A shock damping material 3 is filled between a lower part 1-2 and the pump casing 4-1, and a float material 2 is filled between an upper part 1-1 and the shook damping material 3. A part of the upper part 1-1 of an outside container 1 is exposed on a water surface by buoyancy of the float material 2. The float material 2 has buoyancy for floating a pumping device on the water surface without relying on external force.
