PURPOSE: To dispense with the installation of a take-up reel for winding a carrier tape as well as the cutting operation of the carrier tape by an operator.

CONSTITUTION: A top force base 35 being vertically moved by a mold drive mechanism and having a top force 37 is mounted to the upper section of a bottom force base 34 with a bottom force 36. First and second feeder units 38 and 39 for drawing out a carrier tape 21 from a supply section 27 and forwarding the carrier tape 21 at every fixed pitch are set up to the left and right of the bottom force 36. A spacer tape 23 separated from the carrier tape 21 reaches the second feeder unit 39 through a spacer tape path 47, and superposed to the carrier tape 21 and sent to the right. A TAB component is punched from the carrier tape 21 arranged onto the bottom force 36 by lowering the top force base 35 while a moving blade 50 is brought down and the front end sections of the carrier tape 21 and the spacer tape 23 are cut and dropped into a tape recovery box 51.
