The punching device and the image formation system comprise: a punching pin 16 having a male screw 16f formed at an outer periphery thereof; a housing 15 in which a female screw 15e into which the male screw 16f is screwed is formed; an upper side frame 10 for supporting the punching pin 16; a recessed portion 12c, which is formed under a guide 12 of the upper side frame 10 and supports while regulating the peripheral direction of a lower end surface 15c of the housing 15, the lower end surface 15c in an axial direction, and has a first guide hole 12b that guides a smallest diameter portion 16c or a lower end portion of the punching pin 16 to be reciprocally movable formed at the central part thereof; and a lower frame having a die 13 for punching a hole on a form in cooperation with the punching pin 16, where centers of the first guide hole 12b and the die 13 are aligned and then the upper side frame 10 and the lower side frame are fastened relatively to mount the housing 15 to the recessed portion 12c.
