This paper treatment device for forming a punch hole in a sheet 3 comprises the punching cutter 21 for forming a punch hole in the sheet 3 and cutting off the punch waste 33, a guide plate 27 having an inlet section for accepting the punching cutter 21 and an outlet section for discharging the punch waste 33 and guiding the punching cutter 21, and an assist pin 28 attached to one end of the outlet section of a guide plate 27 and brought into contact with one end of the punch waste 33. With this configuration, the punch waste 33 can be rotated around the assist pin 28 in the direction apart from the outlet section of the guide plate 27. Consequently, the separability of the punch waste 33 from near the outlet of the guide plate 27 can be improved unlike in the case where there is no assist pin 28.
