PURPOSE: To reduce the cost of a punching device and to enhance the accuracy of punching by stopping a sheet for a while for punching the same by means of a paper feed roller during punching out a printed part of the sheet.

CONSTITUTION: A printing and punching device prints a sheet W fed from a paper feed part 1 at a constant speed, and continuously feeds the same at a constant speed to a punching device before the sheet is wound up in a rolled shape in a paper discharge part 4. In the punching deice 3, a stepper 32 is moved back and force so as to feed the sheet W while supporting the same, and a cutting blade 40 is fixed on the upper surface side of the sheet while a receiver member 43 is elavatably provided on the rear surface side of the sheet. The stepper 32 is moved in the reverse direction in synchronization with the feed of the sheet W so as to establish a stationary condition when which the sheet is punched.
