Abstract:
PURPOSE: To prevent the new picture quality deterioration owing to new quantization.
CONSTITUTION: An input signal value L (i) is supplied to a quantizer 12, a weight decision part 15, a judgement part 16 and a memory part 17 through an input terminal 11. The quantizer 12 linearly quantizes an input signal and a linear quantized value d1 is supplied to the weight decision part 15 and the judgement part 13. The weight decision part 15 decides the weight α of an S/N evaluation value, the weight β of a spatial fluctuation evaluation value and the weight γ of fluctuation with time evaluation value, and weight d2, and stored data d0 (namely, decided quantized value) from the memory part 17 are supplied to the judgement part 16. The judgement part 16 judges a prescribed expression from the input signal value L (i), the linear quantized value d1 and wieght d2 and stored data d0, and a final linear quantized value q (i) is outputted.
