User information on a user registered beforehand is stored in a user information database 38. When a reply to the request questionnaire is transmitted from the user, a reply value to the user is determined and is stored in a storage device (S36). A debt of payment generated by the user is substitutively paid. The reply value amount on the user stored in the storage device is read, and the amount of money obtained, by subtracting the read reply value amount from a substitutively paid debt amount on the user is charged to the user.
