To eliminate the waste of betting cards and tickets which are used for races.

A user operates the keyboard of an electronic card 11 to input the betting data including a specific horse of a specific race, a betting amount, etc., before he purchases the betting tickets (1). Then the user confirms his input results which are shown at a display part and puts the cash and the card 11 into an automatic vending machine 21 as long as the displayed data include no errors (2, 3). The machine 21 calculates the change from the inserted cash and the betting amount of the betting data on the card 11 (4). Meanwhile, the received betting data are sent to a host computer 22 (5). The machine 21 issues the betting tickets according to the instruction given from the computer 22 and also returns the card 11 and the chance to the user (6).
