The rotating shaft (output shaft 7b of a second steering shaft 7) of a worm wheel 15 is connected to a pinon shaft 23 via a first bevel gear 81 and a second bevel gear 82, and a shaft angle β can be desirably set between them. To increase the gearing rate of the rack 26 and the pinion 25, an inclination angle θ of a center axis C4 of the pinion shaft 23 with respect to a second orthogonal plane P2 of a rack shaft 24 is increased. To prevent the interference of a motor housing 11a of an electric motor 11 with the other component of the vehicle, a worm shaft 14 and an output shaft 12 of the electric motor 11 are arranged in parallel to the rack shaft 24.
