The status of process load as to each process is monitored/observed at all times by providing a buffer memory monitoring part 103, a pilot signal adding part 105, a first pilot signal monitoring part 110, a second pilot signal monitoring part 113, a first data selection part 104, a second data selection part 108, and a third data selection part 111. When the process load of a specific process increases, the process load is lightened by thinning out data by a prescribed method according to the process by the first, second, and third selection parts 104, 108, and 111.
