Based on a reception signal through the radio communication of each radio communication device by use of each allocated frequency band of a transmission section, the radio access point device includes a transmission section allocation restructuring means for managing a communication quality value from each radio communication device, and based on the communication quality value of each radio communication device, restructuring the allocation configuration of the transmission section allocated to each radio communication device.
