PURPOSE: To make a pager terminal unoperated to reduce the battery consumption by setting a transmission signal format other than that for call signal transmission by a code converting means at the time of transmitting only a test paging signal from a radio base station.

CONSTITUTION: At the time transmission of a call signal or this signal and a paging signal from a radio base station 13 to plural pager terminals 141 to 14n, such signal format is set that terminals 141 to 14n can secure the synchronism. This fact means that terminals 141 to 14n cannot secure the synchronism when the signal is transmitted from the base station 13 in a signal format other than that for call signal transmission. Consequently, the transmission signal format for transmission of only the test paging signal which is different from that for transmission of the call signal is set to make terminals 141 to 14n unoperated when only the test paging signal is transmitted from the base station 13 in this method.
