When the retransmission control is carried out by a radio link protocol of a lower rank independently of the retransmission control that is carried out by a protocol of a higher rank, the retransmission is carried out by the radio link protocol in a radio section. Then an answer packet to which a prescribed header information is set is generated in place of a radio terminal as long as the packet of a higher rank protocol of down direction is decided as the packet of a higher rank protocol having a retransmission function and also an answer packet can be sent back to the packet of the higher rank protocol, for example. Then the generated answer packet is sent back to the higher rank protocol.
