A radio communication device includes radio communication units 201-205, 207 and 208 and an allocation unit 206. The radio communication units 201-205, 207 and 208 perform radio communication with a plurality of other radio communication devices. The allocation unit 206 allocates a time resource and a frequency resource to a plurality of sets of traffic that periodically occur between the plurality of other radio communication devices in the descending order of a resource use rate. The resource use rate of given traffic corresponds to a time ratio of the use of the frequency resource to which the given traffic is allocated. The allocation unit 206 allocates a frequency resource, disposed at a position closer to the end from a center frequency, to traffic having the highest resource use rate.
