A mobile terminal 2 includes a function of emitting ultrasonic waves, superposes pairing information of itself and emission time information of the ultrasonic waves on the ultrasonic waves to generate an ultrasonic signal, and repeatedly emits the ultrasonic signal always or at predetermined cycles from a built-in speaker. A communication control device 1 analyzes the ultrasonic signal received from each mobile terminal 2 to extract the pairing information and the emission time information, and estimates a distance Δd from the mobile terminal 2 based on difference between the reception time tr of the ultrasonic signal and the extracted emission time information ts. When the distance Δd is within a radius R centering itself, the communication control device executes a pairing process with the mobile terminal 2 based on the pairing information.
