Abstract:
To make it possible to execute communication control depending on communication types (voice communication and data communication).
A radio communication system 1 comprises a user device UE, a base station eNB, and a control station MME. The base station eNB selects a connection destination base station TeNB of the user device UE and gives instructions to the user device UE on the basis of a voice congestion level if a voice bearer is established after a wait timer activated after establishment of a data bearer is expired, and selects a connection destination base station TeNB of the user device UE and gives instructions to the user device on the basis of a data congestion level if the voice bearer is not established.
