In the radio communication system in which the multi-mode radio communication devices which can change communication mode expressing kinds of the radio communication system and the operation mode of the radio communication system, and the single-mode radio communication devices which can not change the communication mode, can be mixed; respective radio communication devices are provided with control managers which cooperatively operate to adjust communication modes between the radio communication devices based on a communication capacity of the radio communication system.
