A BS control section 105 compares a synchronization establishment time with a current time, continues power supply to a reception section 102 when the synchronization establishing state indicates continuity for a preset 1st time (e.g. 24 hours) and a difference between the current time obtained from a clock means 107 and any reception time of a message stored in a message storage section 109 is within a preset 2nd time difference (e.g. ±10 min) but stops power supply to the reception section 102 through the discrimination of no information message transmission time band when a difference between the current time and the reception time of all messages stored in the massage storage section 109 is more than the 2nd time difference.
