To reduce an irregularity in conductivity and obtain a stable value in a radio wave absorbing body by forming a carbon layer on the surface of a holder containing a substance having layer crystal structure by weight of a specified range.
For a radio wave absorbing body, a plate-shaped holder 14 is fabricated by using a bonding agent containing a mixture of 5% by weight against the total weight, in which the mixture is made of a talc crystal 11 having a layer crystal structure of 80% by weight and glass fiber 12 of 20% by weight. In this case, the talc crystal contains magnesium silicate (3 MgO.4SiO2.H2O) as a main component, and has a square shape of plate with a size of a couple of to tens of μm, a thickness of about 0.1 μm and has an aspect ratio of 10-20. Carbon particles are impregnated into the surface of the holder 14, and the carbon particles are adhered on the surface of the talc crystal 11 to form a carbon layer 18. In this way, an irregularity in conductivity can be reduced, and a stable value can be obtained.
