To provide a radio wave absorbing precast plate which does not necessarily require a decorative material and has no joint portion between a ferrite mortar layer and a concrete layer.
The radio wave absorbing precast plate is a laminated body of the ferrite mortar layer 1A containing ferrite aggregate and cement and the concrete layer 1B. To produce the radio wave absorbing precast plate, first the ferrite mortar is placed in a first form 2A, and before complete hardening of the cement in the ferrite mortar layer 1A, concrete is placed for jointing on the placed ferrite mortar layer, whereby both the ferrite mortar layer 1A and the concrete layer 1B are formed in one body after hardening of the cement components in the respective layers. In this manner the ferrite mortar layer 1A is formed over the entire surface of the concrete plate.
