SOLUTION: A control part 12 emits infrared rays for detecting abnormality from a light emitting part 151 of an infrared radiation transmission and reception circuit 15. The control part 12 judges whether the emitted infrared rays are reflected by a reflection plate 3 and are received by a light receive part 152 or not, and as far as the light receive part 152 receives the infrared rays, the light emitting part 151 continues to emit the infrared rays until an abnormality detection mode is released. On the other hand, if it can not receive infrared rays, the control part 12 judges that an optical path is shut off due to the opening and closing of a window or a door on which the reflection plate is attached or the travel of a person and an object and detects infrared ray shut-off information. When the transmission of the information is set, the information is transmitted to a telephone number memorized in a memory circuit 13 in advance, preferably, a portable radio terminal 2 that a user carries with him from a radio transmission and reception circuit 11.
