This controller is equipped with a hydraulic cylinder 2 by which a plow connected to a travelling car body is drivingly lifted and lowered, a control valve 14 by which this hydraulic cylinder 2 is controlled, a lever 9 by which the counter car body height of the plow is set, a lift arm sensor 11 by which the counter car body height of the plow is measured, and an electric controller 13. Also, speed setting means A is arranged, by which the more deviation between a controlled target set by the lever 9 and the height of the plow measured by the lift arm sensor 11 is, the higher the target raising and lowering speed of the plow is set, and also the more this deviation is, the higher acceleration at the time of raising and lowering operation is set.
